Most waterfront communities in Dubai eventually gain a hotel, a beach club or a retail strip. Foot traffic follows, and the privacy that justified the price quietly erodes. Island E is built so that cannot happen.
Known as Elite Island in the Dubai Islands master plan, it carries no hotel keys, no commercial zones and no through-traffic. Fewer than 100 villas and townhouses are planned across the whole island, and residents arrive over a bridge of their own. Four-bedroom villas are listed from AED 6.8 million.
The archipelago is led by Nakheel, part of Dubai Holding and the company behind Palm Jumeirah. For international buyers this lands at a useful moment, with Dubai’s launches shifting decisively towards the coast. Here is what the island offers and how it compares.
A new Dubai Holding project is being prepared on the island. The sales launch is set for September 2026. It is running as a closed pre-launch until then, with the name and full specification revealed on the day booking opens.

The planned residential supply is fewer than 100 villas and townhouses in total. That gives Elite Island one of the lowest densities of any master-planned community in the city.
Scarcity here is written into the master plan. Later phases divide that same total between them rather than adding to it. In a city where villa stock is structurally short and waterfront land exists only through reclamation, a cap of that kind is worth a great deal.
The practical effect is a neighbourhood that stays the same. Few neighbours, most of them owner-occupiers, and a community that does not turn over each season. Low-density addresses of this kind have historically held value more steadily than the wider market.
Each of the five Dubai Islands was given a role. One became the urban centre with towers and retail. Another took the beach resorts, a third the golf and parkland, a fourth a sports club. Island E was reserved for homes and nothing else.
This is a zoning decision, not a construction phase. No hotel rooms and no commercial plots are drawn on the island at all. The beach is not shared with day visitors, and the streets carry no traffic that is not going home.
Access is controlled by geography as much as by security. The island has its own dedicated bridge, separate from the Infinity Bridge that serves Islands A through D. Everything on the island exists for the households that live there.

The island offers villas and townhouses of three to seven bedrooms. Plot position matters as much as size here, and three positions are available.

The range covers family houses and one-off waterfront estates alike. Plot position moves the price more than bedroom count does. Few gated addresses in Dubai span both ends of that spread.
The first release on the island, Bay Estate Phase 1 by Nakheel, came to market in March 2026. Later phases remain at pre-launch.
That timing suits a buyer well. The opening phase has already set the architecture and the standard of the community, while later releases still price at launch level. Early buyers on projects like this get the pick of the plots.
Payment terms are published phase by phase. Across its Dubai Islands developments Nakheel has typically offered instalments through construction, with a portion falling due after handover. Elite Island sits at the outer eastern edge of the archipelago, which gives it water on every side while keeping the city close.
Access is also improving. The RTA has contracted a new 1,425-metre, eight-lane bridge linking Dubai Islands to Bur Dubai. The AED 786 million contract was awarded in April 2025 for completion in 2026, as part of the Al Shindagha Corridor upgrade. For an island address, that is a direct gain in reach.
Nakheel is both master developer of the archipelago and the residential developer here. Its portfolio includes Palm Jumeirah, Jumeirah Islands, Jumeirah Park, District One and Palm Jebel Ali.
On reclaimed land that single point of control matters. Roads, utilities, beaches and build sequence are handled by the same company that sells the house. It removes the familiar island risk of a finished villa surrounded by unfinished public works.

Apartments can be added almost anywhere in Dubai. Coastline cannot. New waterfront villa addresses appear here almost exclusively through reclamation, and Elite Island narrows that further with its own zoning.
The result is a supply story that does not depend on a developer’s marketing. Under 100 homes, no commercial land and controlled access mean the stock is physically capped. That structure creates the conditions for long-term price support, as it has in other low-density communities.
The surrounding conditions add to it. Freehold title is open to all nationalities. There is no annual property tax and no tax on rental income in the UAE. A DLD-registered value of AED 2 million or above qualifies the buyer for a ten-year renewable Golden Visa. Mortgaged purchases qualify on the full registered value rather than the equity paid.

These work together and over years. Taken together, they are what makes the address worth holding.
The tenant pool at this level is narrow but stable. Senior executives on international postings, diplomatic households and corporate housing budgets account for most of it.
Tenants of this kind take time to choose and then stay. Leases in the premium villa segment run longer than in apartments, and turnover is lower. For an owner that means fewer voids and lighter management.
Holiday letting is the other route, supported by the beaches and hotels on neighbouring islands. Check community rules and holiday-home licensing before buying rather than after. Build running costs into the net figure too, since a villa with a pool and private plot carries more than the service charges on an apartment building.
The closest alternatives sit on the same archipelago, which makes the comparison unusually clean.

The trade-off reads clearly. Shore Island offers resort life, Golf Island an active one, Elite Island the lowest density and the most privacy. Which suits you depends on how you intend to use the home, not on any ranking of the three.
The format defines its audience fairly precisely, which usually makes for a better neighbourhood.
