In order to rent an apartment in Dubai long term – that is, from six months to a year – you must have legal residency. That applies to having a valid UAE residency visa and an Emirates ID. These documents are needed to register your lease with the government’s Ejari system, which protects both the tenant and the landlord, and to set up utilities like electricity and water supplied by DEWA.
You can’t sign a formal long-term lease without it or officially register it without residency. That’s also why most real estate agents and landlords will ask for your Emirates ID and visa before they go further with the paperwork.

These are fully furnished apartments for rent by the day, week, or month – and they include hotel-like services like cleaning, security, and maintenance. Short-term villas for holidays are also available and are legal in Dubai to rent through DTCM (Dubai Tourism). From beachfront studios in JBR to luxury residences in Downtown Dubai, there is no shortage of swanky apartments that are licensed for short breaks. They are perfect if you want to dip your toes in before you make a serious move.
There’s a kind of work-around here, in that you can sublet, but that’s not necessarily legally safe either. Requesting permission from the landlord is usually necessary in Dubai when it comes to subletting. Without it, the tenant and subtenant could be evicted or fined. And if you do take this approach, avoid the risks of such loopholes by making sure the deal is totally above board and well-documented. In most cases, however, it is best to stay with the multitude of short-term properties that are officially listed.
So, is it possible to rent an apartment without residency in Dubai? Not in the traditional sense – but you do have legal and cozy options. Through serviced apartments, hotel living, or holiday rentals, you can certainly make the most of Dubai life while waiting for paperwork or simply passing through.
