For the UAE, capital has become one of the main tools for building relationships abroad. Abu Dhabi and Dubai invest in ports, energy, data centers, real estate and technology across several continents, and those investments create long-term partnerships with governments and companies. Recent moves in artificial intelligence and energy show how far this approach has grown.

What drives the UAE's investment strategy?

The starting point is economic diversification. Oil revenue built the country's savings, and the state now directs that wealth toward sectors that will matter after the oil era, including technology, clean energy, logistics and healthcare.

Several other goals shape the strategy. The UAE wants secure access to food, energy and critical minerals. It wants stronger ties with major economies such as the United States, India, China and the EU. It also wants a seat at the table in technologies like AI and semiconductors, where access to capital and computing power decides who leads.

Which institutions lead the UAE's international investments?

  • ADIA. The Abu Dhabi Investment Authority, founded in 1976, is a long-term global investor with assets often estimated at close to $1 trillion.
  • Mubadala. A more active strategic investor in technology, energy transition, healthcare and industry, with assets of roughly $300 billion or more.
  • L'imad. Abu Dhabi's holding company established in 2026 that took over ADQ's assets and manages stakes in energy, ports, aviation and infrastructure.
  • ICD. The Investment Corporation of Dubai, the emirate's main investment arm, with a portfolio commonly estimated above $300 billion.
  • MGX. An AI-focused investment company backed by Mubadala and G42, involved in large data center and AI infrastructure deals.
  • XRG. ADNOC's international investment arm, aimed at gas, chemicals and energy systems that power data centers.

Where does the UAE invest abroad?

  • United States. The UAE has announced a commitment of about $1.4 trillion over ten years covering AI, semiconductors, energy and infrastructure, and its funds hold large stakes in US private equity, real estate and infrastructure.
  • Europe. Investments span data centers, energy, ports and real estate, including AI commitments in France and Italy.
  • Africa and Egypt. Ports, renewable energy and real estate, including the roughly $35 billion Ras El-Hekma development deal on Egypt's Mediterranean coast in 2024.
  • Asia. Long-term partnerships in India, China and Southeast Asia in energy, logistics, technology and finance.
  • Global technology assets. MGX and its partners took part in a $40 billion acquisition of Aligned Data Centers together with BlackRock's Global Infrastructure Partners.

Why are AI, technology and energy now at the center of the strategy?

AI needs three inputs, capital, computing power and electricity, and the UAE can supply all three. Building data centers at scale takes hundreds of billions of dollars, and even the largest technology companies rely on outside investors. Sovereign funds can supply long-term capital and gain a role in how the infrastructure is governed.

  • Capital. Large sovereign funds can take on long-horizon projects that private investors avoid.
  • Energy. Data centers demand large amounts of power, which links AI to the UAE's gas, solar and nuclear assets.
  • Technology access. Investment gives the UAE partnerships with chip makers, cloud providers and AI developers.
  • Critical minerals. Funds are also buying into the supply chains that AI hardware and clean energy depend on.

What does this mean for the UAE economy, business and property investors?

For the economy, foreign returns provide income and strengthen the country's position as a financial and technology center. For businesses, sovereign partnerships create opportunities in supply chains, construction, logistics, finance and services.

For property investors, the effect is indirect. A steady flow of international capital, corporate relocations and high-skill workers supports housing demand, especially in areas near business districts and infrastructure. That demand depends on the wider market, on supply and on global conditions, and it does not guarantee price growth. Regional tensions, energy prices and changes in global interest rates can all affect returns, and figures on fund sizes vary by source.

The UAE is using capital to secure a lasting role in energy, technology and trade, and the effects reach the local economy and property market.
