Product Certification for Import/Export in the UAE: How to Comply with Emirates Conformity

A supplier's test report can be technically sound and still leave a UAE shipment without the approval it needs. Product certification depends on the goods, the applicable regulation and the exact models covered. For a trading business, the useful question is whether the evidence matches the products it plans to import, sell or export.

As of October 2026, MoIAT's regulated-products service lists AED 600 for an application, AED 620 for document review and AED 500 for certificate issuance. Those figures describe published fee components, rather than the complete cost of preparing a product for market. Testing, additional approvals and any required assessment must be considered separately.

This article explains how to classify a product, prepare a usable technical file and coordinate conformity approval with customs and export documentation. It focuses on decisions to make before committing to stock. Requirements were checked on 13 October 2026; confirm the current product scheme with MoIAT or an appropriately notified certification body, and obtain specialist advice where the classification is uncertain.

What ECAS certifies and who administers it

ECAS means Emirates Conformity Assessment Scheme. It is the federal product certification route administered by the Ministry of Industry and Advanced Technology, or MoIAT, for products within applicable technical regulations. The resulting Certificate of Conformity, often abbreviated to CoC, identifies the approved product scope.

Older files may refer to ESMA, the Emirates Authority for Standardization and Metrology. MoIAT's institutional history confirms its merger into the ministry established in July 2020. Verify older documents against current requirements.

Keep company licensing and product approval in separate workstreams. A trade license authorizes specified business activities; certification addresses the goods. DDA's guide to getting a trade license in Dubai provides background for planning the company side of an import business.

Classify the product before ordering tests

Describe the intended use, brand, model, manufacturer, production site, materials and technical specifications. Add the proposed customs HS code; a tariff code alone does not resolve technical scope.

MoIAT publishes a list of technical requirements for regulated products. Its categories include electrical products, cosmetics, food-contact materials and textiles, among others. Use the list as a starting point and confirm the current regulation, amendments and applicable standard editions for the specific product. A checklist attached to a general service page can retain references to earlier rules.

For each planned product, ask the reviewer four questions before booking a laboratory:

  • Which technical regulation and standard editions apply to this model and intended use?
  • Which conformity route and additional approvals are required?
  • Can the proposed variants share evidence or a certificate, and on what conditions?
  • Which reports, labels and applicant documents will be accepted?

Ask for a quotation covering the actual models and assessment scope. "ECAS certification for electronics" is too broad to resolve requirements for power supplies, wireless functions or energy performance.

Distinguish conformity certificates from other approvals

ECAS and the Emirates Quality Mark, or EQM, have different assessment structures. MoIAT's national conformity marks service includes EQM and requires the relevant evidence and a field assessment. Its published licensing fee refers to a three-year license. Whether EQM is optional, required or an accepted route for your product must be checked under that product's scheme.

Document or approval What it addresses What to check before relying on it
ECAS Certificate of Conformity Compliance of the identified product scope with applicable UAE requirements Models, applicant, manufacturing details, conditions and expiry
Emirates Quality Mark license Authorized use of EQM following the applicable product and facility assessment Licensed scope, assessment obligations and mark-use conditions
TDRA equipment approval Telecom equipment subject to the authority's type approval system Device classification and supplier registration
Certificate of origin The country where the goods were produced Origin evidence and export or re-export requirements

A CE mark, foreign approval or supplier declaration should be reviewed as part of the evidence available. It does not by itself demonstrate that the UAE certification process has been completed. Ask which underlying reports are acceptable and what remains to be assessed locally.

Assign the applicant and responsibilities early

For a business application, plan around a valid UAE industry or trade license. Establish who will be the applicant, who controls the technical file and who handles customs declarations. These roles may involve different organizations, so the commercial agreement should make their responsibilities clear.

MoIAT authorizes notified conformity assessment bodies to act within approved scopes. Check the proposed provider against the ministry's notified bodies information, then confirm that its current notification covers your product category. Laboratory accreditation and certification-body notification address different roles; one should not be used as evidence of the other.

Agree who receives the certificate, reports and reviewer correspondence. Include access to these records in the contract so a change of intermediary does not require rebuilding the file.

If the business owner is also relocating, address immigration separately. DDA's article on UAE residency through business setup or a freelance permit explains that planning context. Residence status does not establish product compliance.

Build a technical file that matches the shipment

Build the technical file around the applicable scheme. Make each proposed model traceable to its supporting evidence:

  • Applicant details, the valid business license and relevant manufacturer or distributor authorization.
  • Product specifications, model list, photographs and identification of the production facility.
  • Required test reports, together with evidence of the laboratory's accreditation and relevant testing scope.
  • Proposed labels, rating plates, packaging artwork and instructions in the languages required by the scheme.
  • Applicable declarations and any additional quality-system, formulation or manufacturing records requested for the category.

Check the laboratory's testing scope, required standards and reviewer acceptance. Confirm category-specific report-age limits before commissioning replacement tests.

Private-label products deserve particular attention. If a report identifies the factory's model but your invoice and packaging show a different brand or model, prepare the identity evidence the reviewer requires. Similar appearance or a supplier's informal assurance does not establish that two products have the same construction.

Control variants and labels before production

Consider an illustrative importer ordering a mains-powered appliance in two capacities, with three color options and an optional wireless module. The sales team may see one product family, while the reviewer needs to assess which differences affect safety, performance or other requirements. Submit the variant matrix before deciding how many applications to budget for.

Map each SKU to the certificate scope and keep photographs and rating information with the model list. Obtain written confirmation before shipping an additional variant; a shared brand does not establish coverage.

For telecom equipment, TDRA's registration and approval service is a separate workstream. The authority requires supplier registration and classifies devices by risk, with different evidence and inspection requirements. A wireless feature therefore deserves its own classification check alongside any MoIAT requirements.

Approve labels and instructions before ordering packaging at scale. Establish required languages, warnings, ratings and marks from the applicable scheme. Keep dated artwork to match the approved version to production.

Submit the application and budget for the whole process

MoIAT's regulated-products conformity service describes a digital application with supporting documents, payment and review. It publishes a service time of one and a half working days. Treat this as the stated service time, rather than a promise that classification, testing, corrections and all approvals can be completed within that window.

The fee lines checked in October 2026 are shown below. They should be read with the requirements and payment instructions for the actual application.

Published fee component Amount in AED Budget treatment
Product registration application 600 Published on the general regulated-products service page
Technical document review per certificate 620 Confirm the applicable payment route
Ministry certificate issuance 500 Confirm the charge for the selected service
Technical assessment where conducted 2500 per assessor per working day Conditional assessment cost with possible associated expenses

The first three components add to AED 1,720, a planning subtotal. Product-specific charges can differ: MoIAT's steel reinforcement service card lists an AED 670 certificate fee. Obtain an itemized quotation for the exact scheme.

Budget separately for testing, samples, couriers, translations and corrections. Ask whether the quotation includes reviewer queries and how additional tests are charged. Compare prices against the same scope.

Coordinate conformity with customs and re-export

Once approval is issued, check the certificate and any schedule against the goods being shipped. Give the broker consistent model descriptions across the commercial invoice, packing list and conformity documents. Arrange the applicable customs declaration and other permits separately; product approval is one component of the clearance file.

MoIAT also provides a product status statement for customs shipments for regulated goods lacking a UAE CoC at the border. The service description expressly prohibits domestic trading until conformity certification is obtained, or requires re-export outside the country within six months. It lists AED 200 per shipment for the statement.

Confirm the statement's conditions, assign someone to track its deadline and prevent premature release into sales inventory.

For free-zone, transit or re-export goods, establish the customs route before assuming an exemption. Explain the storage arrangements and whether any units will enter the domestic market.

Check destination requirements and evidence of origin

When goods leave the UAE, assess the destination market's technical rules separately. A UAE conformity certificate may support a technical file, but its existence does not establish that a foreign authority has accepted the product. Ask the destination importer to confirm the required approvals, labeling and shipment documents before dispatch.

The Ministry of Economy and Tourism provides certificate of origin services to evidence origin. Dubai Chambers' 2024 rules distinguish certificates for UAE-produced goods intended for export from certificates for foreign goods intended for re-export. Origin and product conformity answer different questions, and their information should be consistent with the commercial documents.

Plan the operating premises around the logistics you actually need: receiving, storage, inspection access and any required handling conditions. Confirm permitted use before signing a lease. DDA's guide to documents for renting property in Dubai provides related background on organizing a tenancy file.

Keep certification current after the first shipment

Record expiry dates, approved models, production sites and conditions in a register accessible to purchasing and logistics. Assign responsibility for renewals and changes before the next order is released.

SGS, a MoIAT-appointed notified body, describes ECAS certificates as valid for one year with annual renewal, and EQM certificates as valid for three years in its UAE conformity program overview. Use the actual issued documents and product scheme to establish your deadlines and continuing obligations.

Require advance notification of relevant manufacturing or product changes. Ask the reviewer whether further evidence, an amendment or a new application is needed. Retain shipment records and artwork for batch and model traceability.

Frequently asked questions

Does every imported product need ECAS certification?

Requirements depend on the applicable technical regulation. MoIAT also offers certification for unregulated products upon request. Check the category and other competent authorities before deciding what approval is needed.

Is an ISO 9001 certificate enough to import the goods?

An ISO 9001 certificate concerns a quality management system. It does not establish that the particular product has obtained its required UAE conformity approval. A product scheme may request quality-system evidence alongside tests and other documents.

Can several models use one certificate?

Coverage depends on the applicable grouping rules and accepted evidence. Provide a model and variant matrix to the reviewer. Use the issued certificate and schedule to verify the approved scope before shipping.

Can I sell goods released under a product status statement?

MoIAT's service description restricts domestic trading until a UAE Certificate of Conformity is obtained. Customs release under that route does not itself authorize domestic sales; follow the statement's conditions.

How long should I allow before the first shipment?

Build the schedule around classification, accepted testing, document preparation and all required approvals. Add time for reviewer queries or corrections. Confirm readiness before setting a fixed dispatch date with the supplier.

Does a UAE conformity certificate approve exports everywhere?

No. Confirm the destination country's requirements and any UAE obligations relevant to the product and export route. Prepare origin, customs and technical documents for their respective purposes.

Make approval a condition of the purchasing decision

Before releasing a commercial order, confirm the product's classification, accepted evidence, applicant, approved scope and intended customs route. Put responsibility for changes and renewals into the supplier agreement. These decisions make certification costs and shipment timing easier to plan, especially when the business adds models or changes distributors.
