Off-plan properties
Dubai remains one of the most tax-efficient real estate markets for private property buyers and investors. In 2026, the emirate does not operate a standard recurring annual ad valorem property tax on residential ownership similar to the systems used in many international markets.
That does not mean property ownership is cost-free. Buyers still need to account for Dubai Land Department registration fees, mortgage-related charges, VAT where applicable and recurring RERA-approved service charges.
Understanding the difference between taxes, government registration fees and building operating costs is essential when calculating the real cost of property ownership.
For a typical private residential owner, Dubai does not apply a recurring annual property tax based on the market value of the home.
Instead, the main property-related payments generally fall into three categories:
Service charges are not a tax. They cover the operation and maintenance of common areas and are approved by RERA for the relevant jointly owned property. Dubai Land Department provides an official Service Charge Index through which owners and buyers can check approved charges.
Although there is no standard annual residential property tax, purchasing or transferring Dubai real estate involves government registration costs.
For a completed property sale, the current DLD fee schedule states:
The total statutory sale-registration fee is therefore 4% of the transaction value.
DLD also currently lists:
For transactions of AED 500,000 or more, the current Real Estate Registration Trustee service-partner fee is AED 4,000 plus VAT. For properties below AED 500,000, it is AED 2,000 plus VAT.
Off-plan property is registered in Dubai's provisional register through Oqood.
DLD currently lists:
The Sale and Purchase Agreement must be registered in the provisional register within 90 days of signing.
This is a registration cost associated with the transaction, not an annual property tax.
For completed-property registration, DLD currently charges AED 250 for issuance of the electronic Title Deed, in addition to other applicable transaction fees.
Broker commission is separate from government taxes and DLD registration fees.
There is no universally fixed statutory 2% broker commission. Dubai Land Department states that a broker's remuneration is determined by agreement between the parties; if the commission is not specified, prevailing custom may be used.
The commission should therefore be checked in the brokerage agreement for the specific transaction.
If the purchase is financed, the buyer should also budget for mortgage costs.
Dubai Land Department currently charges a mortgage-registration fee of:
0.25% of the mortgage value
plus applicable Title Deed, administrative and service-partner charges.
Bank valuation, processing and insurance costs are separate from DLD fees and depend on the lender.
For many apartment owners, the most important recurring property expense is the annual service charge.
RERA-approved service fees can cover items such as:
The amount varies substantially between individual projects.
A premium tower with extensive facilities can have materially different operating costs from another building in the same district.
DLD's Service Charge Index allows buyers and owners to check the approved fees for jointly owned properties through the DLD website, Mollak and Dubai REST.
For this reason, service charges should be checked for the specific building and budget year, rather than estimated from a district-wide average.
VAT treatment depends on the type of real estate and the nature of the transaction.
The Federal Tax Authority confirms that supplies of commercial property are generally subject to VAT at the standard rate of 5%.
Residential property is treated differently.
The first supply of a newly constructed residential building within three years of completion is zero-rated for VAT purposes.
Zero-rated means VAT applies at 0%, rather than the transaction being outside the VAT system.
Subsequent supplies of residential property are generally exempt from VAT.
The sale or lease of commercial property is generally subject to 5% VAT.
FTA guidance classifies qualifying bare land as VAT-exempt, while covered land can fall under the standard 5% treatment depending on the circumstances.
Because VAT treatment depends on the legal classification of the property and transaction, buyers of commercial, mixed-use or unusual real estate should confirm the applicable treatment before completing the deal.
For an individual investing in UAE real estate in their personal capacity, the position is different from that of a company carrying on a real estate business.
The Federal Tax Authority states that Real Estate Investment Income earned by a natural person is not considered income from a Business or Business Activity for Corporate Tax purposes when it meets the applicable definition.
FTA guidance defines qualifying Real Estate Investment as activity by a natural person relating directly or indirectly to:
UAE land or real estate, provided that the activity is not conducted, or required to be conducted, through a licence issued by a licensing authority.
This means income from qualifying personal real estate investment is generally outside the scope of Corporate Tax for the natural person.
However, this treatment should not automatically be applied to companies, licensed property businesses or other structures. Different Corporate Tax rules may apply.
For natural persons, qualifying Real Estate Investment Income under the FTA framework includes investment activity connected to the sale of UAE real estate where the activity is conducted in a personal capacity and does not require a business licence.
As a result, qualifying gains arising within that personal Real Estate Investment framework are not treated as taxable Business or Business Activity income for UAE Corporate Tax purposes.
This distinction is important.
It does not mean that every real estate sale by every type of owner is automatically outside UAE taxation. Corporate owners, licensed businesses and other structures can have different tax treatment.
International owners should also consider their tax obligations in their country of tax residence.
Not necessarily.
FTA states that an owner of residential property who only makes exempt residential supplies does not have to register for VAT solely because of those supplies, provided they do not have other taxable business activities requiring registration.
For non-residential property, VAT-registration requirements can arise when taxable supplies exceed the applicable threshold.
FTA currently states that owners of non-residential buildings should consider mandatory VAT registration where taxable supplies exceed AED 375,000 over the relevant period.
Dubai residents may encounter a separate municipal housing fee through utility billing.
This should not be confused with an annual property tax imposed by DLD or RERA on the value of the owner's residential property.
For investors, the important distinction is between:
They are separate types of costs with different legal bases.
Dubai recognises different property rights, including freehold and long-term leasehold structures.
| Ownership Type | General Structure |
|---|---|
| Freehold | Registered ownership without a fixed ownership term in designated areas |
| Leasehold | Right to use or occupy property for the period established by the underlying property right |
The tax and fee structure should not be confused with the ownership structure itself.
Both buyers and investors should confirm exactly what property right is being registered and what recurring project-level charges apply.
Dubai's real estate system places a significant part of the owner's direct government cost at the transaction stage rather than through a recurring annual tax based on the property's market value.
A typical private residential buyer may therefore face:
For long-term investors, this structure can make ongoing ownership costs easier to model.
However, the absence of a standard annual property tax should not be interpreted as the absence of recurring expenses.
Suppose an investor purchases a residential apartment for AED 1,000,000 and receives AED 70,000 in annual rent.
Gross rental yield:
AED 70,000 ÷ AED 1,000,000 × 100 = 7%
If annual RERA-approved service charges are AED 12,000:
AED 70,000 − AED 12,000 = AED 58,000
Yield after service charges:
AED 58,000 ÷ AED 1,000,000 × 100 = 5.8%
Additional expenses may include:
This is why an investor should calculate the property's net return, rather than relying only on headline gross yield.
When a property is resold, the owner again deals mainly with transaction-related fees rather than a recurring annual ownership tax.
Depending on the transaction, costs can include:
For mortgaged property, DLD has a separate procedure for registering the sale and releasing the existing mortgage. The service includes the applicable sale-registration and mortgage-related fees.
For a natural person selling UAE property as a qualifying personal Real Estate Investment, FTA Corporate Tax treatment should be assessed under the natural-person real estate investment rules described above.
Incorrect.
Buyers still need to account for DLD registration fees, service charges, brokerage, possible mortgage costs and VAT where applicable.
Incorrect.
FTA treatment depends on the type of real estate.
Commercial property is generally subject to 5% VAT, the first qualifying supply of new residential property can be zero-rated, and subsequent residential supplies are generally exempt.
Not for a natural person where the income qualifies as Real Estate Investment Income under the FTA rules.
Qualifying personal Real Estate Investment Income is excluded from Business or Business Activity income for Corporate Tax purposes.
They are not.
They are project-level operating and maintenance charges approved by RERA for jointly owned properties and can be checked using DLD's Service Charge Index.
Incorrect.
DLD states that broker remuneration is determined by agreement, with prevailing custom applying where no commission has been specified.
Do homeowners pay annual property tax in Dubai?
Dubai does not operate a standard recurring annual ad valorem tax on private residential ownership.
Owners may, however, have recurring service charges and other operating costs.
Is rental income taxed in Dubai?
Qualifying Real Estate Investment Income earned by a natural person in their personal capacity is generally outside the scope of UAE Corporate Tax.
The treatment can differ for companies, licensed businesses and other ownership structures.
Does VAT apply to all property purchases?
No.
FTA treatment depends on the property type and transaction.
Commercial property is generally subject to 5% VAT. The first qualifying supply of a new residential property within three years of completion is zero-rated, while subsequent residential supplies are generally exempt.
What is the DLD fee when buying property?
For a standard completed-property sale, DLD currently lists a 2% sale-registration fee for the seller and 2% for the buyer, plus applicable Title Deed, map and service-partner charges.
What is the main recurring cost for apartment owners?
For many owners, the main recurring building-related expense is the RERA-approved service charge.
The current approved amount can be checked through the DLD Service Charge Index.
Is there tax when selling residential property?
For a natural person, qualifying personal Real Estate Investment Income can include income arising from the sale of UAE real estate and is excluded from Corporate Tax when the FTA conditions are met.
Different rules can apply to companies and licensed business activity.
Dubai remains attractive to property investors because its ownership-cost structure relies heavily on transaction fees and regulated service charges rather than a standard annual residential property tax.
However, “tax-efficient” should not be confused with “cost-free.”
Before purchasing property, investors should account for:
For individual investors, it is also important to distinguish personal Real Estate Investment Income from income generated through a company or licensed real estate business.
