DLD Fees in Dubai: Everything You Need to Know

It is important to understand Dubai Land Department (DLD) fees before buying, financing or renting property in Dubai. Some charges are calculated as a percentage of the property value, while others are fixed administrative or service-partner fees.

The exact cost also depends on whether you are buying a completed property, purchasing off-plan, registering a mortgage or registering a tenancy contract through Ejari.

Below are the current official fees published by Dubai Land Department.

Property Transfer Fees in Dubai

For the registration of a completed-property sale, Dubai Land Department currently lists:

  • Seller: 2% of the sale value
  • Buyer: 2% of the sale value

The total DLD sale-registration fee is therefore 4% of the transaction value.

In practice, the commercial agreement between buyer and seller may specify how transaction costs are allocated, but the official DLD service lists the statutory fee structure as 2% for each party.

Additional DLD Fees

For a completed-property sale, DLD currently lists the following additional charges:

  • AED 250 — Title Deed Certificate issuance;
  • AED 250 — map for a villa or apartment;
  • AED 225 — unified land map under Dubai Municipality, where applicable;
  • AED 100 — map for land outside Dubai Municipality jurisdiction, where applicable;
  • AED 10 — Knowledge Fee;
  • AED 10 — Innovation Fee.

The exact map fee depends on the type of property.

Real Estate Registration Trustee Fee

The amount previously described simply as a “registration fee” of AED 2,000 or AED 4,000 is more accurately the Real Estate Registration Trustee / service-partner fee.

According to the current DLD Property Sale Registration service:

This fee is separate from the 4% DLD sale-registration charge.

Title Deed Fee

The previous version of this article stated that the Title Deed issuance fee was AED 580 for lower-priced properties and AED 4,000 for higher-priced properties.

That is not the current DLD fee structure.

Dubai Land Department currently lists:

AED 250 — Title Deed Certificate issuance fee

The AED 2,000 / AED 4,000 amounts relate to service-partner fees rather than the Title Deed itself.

Mortgage-Related Fees

If you finance a property with a mortgage, the mortgage must also be registered.

Dubai Land Department currently charges:

0.25% of the mortgage value

for mortgage registration.

Additional DLD charges for a standard mortgage can include:

  • AED 250 — Title Deed issuance;
  • AED 10 — Knowledge Fee;
  • AED 10 — Innovation Fee.

The current service-partner fee for standard mortgage registration is:

AED 4,000 + VAT

For a provisional / Oqood mortgage, DLD currently lists:

AED 5,000 + VAT

as the service-partner fee.

Therefore, the previous statement that mortgage registration costs 0.25% + AED 290 should no longer be used.

Bank Mortgage Fees

Banks may separately charge:

  • arrangement or processing fees;
  • valuation fees;
  • insurance-related costs;
  • other charges stated in the bank's Key Facts Statement.

These are bank fees, not DLD fees, and they vary by lender and mortgage product.

They should therefore be checked directly with the financing bank rather than presented as a universal DLD charge.

Ejari Registration Fee

Ejari registration fees have also changed from the amounts previously stated in this article.

Online via Dubai REST / DLD Website

Dubai Land Department currently lists:

  • AED 100 — tenancy-contract registration;
  • AED 10 — Knowledge Fee;
  • AED 10 — Innovation Fee;
  • AED 55 — service-partner fee;
  • AED 2.75 — VAT on the service-partner fee.

Total: AED 177.75

Via a Real Estate Services Trustee Centre

Dubai Land Department currently lists a total fee of:

AED 220

for registration through a Trustee Centre.

The previous amounts of AED 155 online and AED 219.75 through a Trustee Centre should therefore be updated.

Ejari registration creates the electronic Tenancy Contract Registration Certificate.

Real Estate Agent Commission

The previous version of this article described 2% + VAT as a standard mandatory real estate-agent commission.

Dubai Land Department does not establish one universal mandatory 2% brokerage commission.

According to DLD, the broker's remuneration is determined by agreement between the parties. If the commission has not been specified, prevailing customary practice may be considered.

A 2% commission may be commonly agreed in some Dubai sales transactions, but it should be described as a market practice or contractual amount rather than a fixed government fee.

The agreed commission and any applicable VAT should be clearly stated in the brokerage agreement.

Payment Methods for DLD Fees

Payment methods depend on the DLD service being used.

For a standard Property Sale Registration, Dubai Land Department currently lists:

  • ePay;
  • Dubai Pay;
  • Noqodi Wallet;
  • Manager Cheque.

For off-plan and other services, available payment channels may differ.

For example, initial off-plan sale registration through Oqood uses Noqodi Wallet and, where applicable, deduction from the project's escrow account.

When Are DLD Fees Paid?

The previous version of this article stated that DLD fees had to be paid within 60 days of the property transaction.

The current DLD Property Sale Registration service does not state such a general 60-day payment deadline.

Instead, the DLD process requires the relevant fees to be paid as part of the registration procedure before the transaction is completed and the final electronic documents are issued.

It is therefore more accurate to say:

DLD fees are payable during the applicable property-registration process.

The buyer and seller should follow the payment instructions generated for the specific DLD transaction rather than rely on a general 60-day rule.

Off-Plan Property and Oqood Fees

Off-plan property purchases are registered through Dubai Land Department's provisional register, commonly associated with the Oqood system.

For the initial registration of an off-plan sale, DLD currently lists:

  • Seller: 2% of the sale value
  • Purchaser: 2% of the sale value
  • AED 10 — Knowledge Fee
  • AED 10 — Innovation Fee

The total statutory sale-registration percentage is therefore 4% of the property value.

DLD additionally lists:

AED 1,000 — developer self-registration fee for provisional sale through the Oqood / Real Estate Developers Portal.

DLD also states that the Sale and Purchase Agreement must be registered in the provisional register within 90 days of signing.

Who Pays the 4% on Off-Plan Property?

The official DLD structure assigns:

  • 2% to the seller;
  • 2% to the purchaser.

However, developers may commercially offer to cover part or all of the DLD registration cost as a sales incentive.

If a developer advertises a “DLD fee waiver”, the buyer should check the exact terms of the offer and the SPA.

A marketing promotion does not change the underlying DLD fee schedule.

Example: Buying a Ready Property for AED 1 Million

For a straightforward completed-property transaction with a sale value of AED 1,000,000, the official DLD sale-registration charges include:

Sale registration:
4% × AED 1,000,000 = AED 40,000 total statutory registration fee

Officially, DLD lists:

  • AED 20,000 — seller;
  • AED 20,000 — buyer.

Additional buyer-side transaction costs may include:

  • AED 250 — Title Deed;
  • AED 250 — apartment/villa map where applicable;
  • AED 10 — Knowledge Fee;
  • AED 10 — Innovation Fee;
  • AED 4,000 + VAT — service-partner fee for a transaction of AED 500,000 or more.

This example does not include:

  • broker commission;
  • mortgage costs;
  • developer NOC-related charges where applicable;

  • other contractual expenses.

Example: Mortgage of AED 750,000

If the mortgage amount is AED 750,000:

Mortgage-registration fee:

AED 750,000 × 0.25% = AED 1,875

Additional DLD mortgage-related fees may include:

  • AED 250 — Title Deed;
  • AED 10 — Knowledge Fee;
  • AED 10 — Innovation Fee;
  • AED 4,000 + VAT — standard mortgage service-partner fee.

Bank arrangement, valuation and insurance fees are separate.

Which Fees Should Buyers Budget For?

When purchasing a completed property, consider:

  • purchase price;
  • DLD sale-registration fees;
  • Trustee/service-partner fee;
  • Title Deed and applicable map fees;
  • broker commission where agreed;
  • mortgage-registration fees where applicable;
  • bank costs where financing is used;
  • developer or transaction-specific charges.

When purchasing off-plan, consider:

  • property price;
  • DLD initial-sale registration;
  • developer payment schedule;
  • any applicable contractual or administrative fees.

When renting, consider:

  • annual rent;
  • security deposit;
  • broker commission where applicable;
  • Ejari registration;
  • utility-related costs.

Not all of these costs are DLD fees, so they should be separated when calculating the total transaction budget.
